Fowler studierte in London an der Heatherley School of Fine Art und den South Kensington Schools. Danach ging er nach Liverpool, wo er ein Atelier gründete, das für mehrere Jahrzehnte seine Basis wurde. Außer in Liverpool stellte er in London sowie in Paris und München aus. Erst Anfang des 20. Jhs. zog er wieder nach London. Sein Stil war klassisch, häufig mit mythologischen Themen, aber auch mit starken Elementen des Symbolismus und des Japonismus. Zu den Künstlern, die Fowler beeinflussten, gehörten Frederic Leighton, Albert Moore, George Watts, James Whistler, Frederick Walker und David Woodlock.
