Until 1978, most of Micronesia was administered by the United States as the Trust Territory of the Pacific Islands. However, in July of that year voters in the island states of Kosrae, Pohnpei, Chuuk and Yap took steps toward self-government by approving a draft of the Federated States of Micronesia constitution, which was officially enacted on May 10, 1979 -- now known as Constitution Day. Today, 20 years later, that body of law continues to serve as the foundation of the Federated States of Micronesia's government. Under that nation's constitution, each of the four states has its own locally-elected governor and legislature. The central government, the 14-member National Congress of the Federated States of Micronesia, includes four members at large, one from each state, who serve four-year terms. The remaining 10 members of the National Congress serve two-year terms. The number of delegates from each state is allotted according to their populations. In turn, the National Congress elects Micronesia's president and vice president from among its members. To celebrate the 15th Anniversary of Micronesia's constitution, this painting displays four stars representing each island state and the proud citizens who reside there. Helzer (1946-2008), Founder of Unicover Corporation. Early in life Walter Schirra, Jr. developed an avid interest in aviation that led to distinguished service as a fighter pilot. However, his great fame was to be won in space. In his own words, Walter Schirra entered the space program for the same reason he became a test pilot, "to push out the frontiers." His dream began on April 9, 1959, when he was named one of America's first seven pioneers of space travel. During his distinguished career, he became the first astronaut to fly in three different types of spacecraft -- Mercury, Gemini, and Apollo. His bravery on such missions, like the October 3, 1962, space shot that circled the earth six times, made him a hero all across America. Three years later, he and his partner Thomas Stafford again astounded the world by orbiting the earth sixteen times and performing the first rendezvous in space. The two men guided their craft, Gemini 6, within one foot of Gemini 7; a miraculous feat, far out in the heavens. One of the most outstanding achievements of Walter Schirra's career was circling the earth a spectacular 163 times in Apollo 7. Helzer (1946-2008), Founder of Unicover Corporation. Today, the islands of the Pacific are viewed as jewels of beauty. But history has viewed the Republic of the Marshall Islands and the Federated States of Micronesia as jewels of another color; to the Japanese and Americans involved in the horrors of war, the islands were strategic gems. World War II brought destruction to the Pacific, shattering lives and traditions. After the war, the islands were placed in the temporary care of the United States as a Trust Territory and began a long journey to independence. In 1982, the signing of the Compacts of Free Association gave the islands authority in foreign affairs and made possible full internal self-government. Nervous and irritable, General George G. Meade was often called "the Snapping Turtle" -- behind his back, of course. And, at times subordinates found him downright quarrelsome. Yet, at 49 years old, this tall, lean man with a fierce reputation was chosen by President Lincoln to lead the Union Army in the War Between the States; 100,022 soldiers awaited his command. Standing before his men, Meade's full beard and sour expression hid an occasionally gentle forbearance, while his cold blue eyes demanded great courage and perseverance. He was a leader and an intelligent -- if rigid -- military man. He graduated from West Point in 1835. After serving in the Seminole War, however, he resigned from the Army and became a successful civil engineer. But in 1842, he rejoined the Army and would serve under Zachary Taylor in the Mexican War. By the time he was placed in command of the Army of the Potomac, Meade had proven himself, having led engagements at the Second Battle of Bull Run, Antietam, Fredericksburg and Chancellorsville. But it was at the Battle of Gettysburg that Meade would find a permanent place in history. Until 1978, most of Micronesia was administered by the United States as the Trust Territory of the Pacific Islands. However, in July of that year voters in the island states of Kosrae, Pohnpei, Chuuk and Yap took steps toward self-government by approving a draft of the Federated States of Micronesia constitution, which was officially enacted on May 10, 1979 -- now known as Constitution Day. Today, 20 years later, that body of law continues to serve as the foundation of the Federated States of Micronesia's government. Under that nation's constitution, each of the four states has its own locally-elected governor and legislature. The central government, the 14-member National Congress of the Federated States of Micronesia, includes four members at large, one from each state, who serve four-year terms. The remaining 10 members of the National Congress serve two-year terms. The number of delegates from each state is allotted according to their populations. In turn, the National Congress elects Micronesia's president and vice president from among its members. Helzer (1946-2008), Founder of Unicover Corporation. This painting originally appeared on the Fleetwood First Day Cover of the 29c Ringmaster stamp issued April 6, 1993. Under the big top the smell of sawdust mingles with the aroma of fresh popcorn as the property men prepare for the main event. Clowns work the eager crowd performing tricks for impatient children and flirting with the women. In the center ring a red-coated gentleman, attired in top hat and black boots, suddenly appears. This is the moment they have all been waiting for: the entrance of the ringmaster on whom the timing of the entire circus depends. "Ladies and Gentlemen..." with these words "The Greatest Show on Earth" begins and the next two hours fly by like minutes. Although it seems to the audience that he is merely an announcer, this impressive figure is actually guiding the movements of a myriad of performers. With one blast of his whistle, the ringmaster can magically transform the activities in all three rings. The excitement mysteriously remains but the players have changed. In addition to guiding the complicated circus performances, the ringmaster is often called upon to act as the "straight man" in a comedy skit. Dan Rice, the famous 19th-century American clown, developed a country-bumpkin character called Pete Jenkins. In his act, the ringmaster announced an equestrian routine had been cancelled. The doltish Jenkins emerged from the crowd crying "fake." Provoked by this outburst, the angry ringmaster challenged the yokel to ride the horse. When America entered World War I, James Doolittle's childhood interest in flying led him to join the aviation section of the Army Signal Corps. He was commissioned a second lieutenant and became a crack flight instructor. During the 1920s and 1930s, Doolittle won awards such as the Mackey trophy, and air competitions such as the Bendix Races. The Army Air Corps then sent him to the Massachusetts Institute of Technology, where he received a doctorate in aeronautical engineering. He retired from active duty to work for Shell Oil Company's aviation division, but held his reserve rank as major. In 1940, the threat of war prompted Doolittle's return to active duty. In 1941, the disaster of Pearl Harbor left American morale at a low ebb. In the spring of 1942, Lieutenant Colonel Doolittle led one of the most daring raids of the Second World War: a low-level bombing raid on Tokyo. Leading a squadron of B-25s from the deck of the U.S.S. Hornet (code named "Shangri-la"), Doolittle's men scored a victory for America while forcing the heretofore impregnable Japanese forces on the defensive. For his courageous leadership, Doolittle was promoted to brigadier general and awarded the Medal of Honor. He went on to lead the 12th and 8th Air Forces in Europe and played a leading role in defeating the Luftwaffe. Before his retirement he was promoted to lieutenant general. Image Size: 14 x 12 in. The Civil War -- one of America's darkest eras -- had begun. When the cry for Union troops went out, one of the first to answer the call was a middle-aged farmer who had, years earlier, graduated from the famed United States Military Academy. His name was Ulysses S. Grant. On and off the battlefield, Grant exhibited the qualities of a great military leader. He always took the initiative, fought aggressively, and made quick, sure decisions. Within a few months of enlisting, he was promoted to the rank of brigadier general. Under Grant's staunch leadership and military prowess, the Union Army secured victory after victory. Indeed, Grant's troops won the bloody battles fought at Fort Henry, Fort Donelson and Vicksburg ... to name just a few. He was such a success as a military leader that in early 1864 President Abraham Lincoln promoted Grant to lieutenant general and put him in charge of all the Union troops. With this supreme authority bestowed upon him, Grant began a final campaign against the Southern troops of General Robert E. Lee. Grant's troops constantly pursued and attacked the enemy troops, until General Lee was finally forced to surrender on April 9, 1865 ... ending the war. Ulysses S. Pioneer aviator Wilbur Wright believed that our desire to fly stemmed from ancient man's envious observation of birds soaring "on the infinite highway of the air." During the Age of Reason, man dared to experiment with flight and used balloons for his early investigations. In 1783 Joseph and Etienne Montgolfier launched an unmanned balloon. Several months later they sent skyward a balloon which carried as passengers a sheep, a rooster and a duck. The first manned balloon flight took place in November of 1783, when Jean-Francois Rozier and Francois Laurent burned wool and straw to keep their hot-air balloon aloft during its five mile journey. Balloons soon played important roles in the military and scientific arenas, providing reconnaissance information and weather data. In 1906 international long-distance trophy competitions sparked fervent interest in sport ballooning, but the recreation proved too expensive for common folk and it suffered a decline in popularity which lasted until the 1960s. Mass production of plastic, nylon and polyethylene balloon materials and propane burners rejuvenated the sport, and today balloon clubs exist worldwide to accommodate both gas and hot-air balloon aficionados. But history has viewed the Republic of the Marshall Islands and the Federated States of Micronesia as jewels of another color; to the Japanese and Americans involved in the horrors of war, the islands were strategic gems. World War II brought destruction to the Pacific, shattering lives and traditions. After the war, the islands were placed in the temporary care of the United States as a Trust Territory and began a long journey to independence. In 1982, the signing of the Compacts of Free Association gave the islands authority in foreign affairs and made possible full internal self-government. "I have not been able to make up my mind to raise my hand against my relatives, my children, my home." With that, Robert E. Lee spoke of the greatest conflict of his time. Despite strong personal feelings against secessionism and slavery, he chose duty to his native soil, declined field command of the United States Army, and took up the Confederate cause. Trained at West Point and having led an exemplary military life, Lee was placed in command of all Confederate troops in 1865 and was appointed military advisor to President Jefferson Davis. Combining the age-old qualities of military greatness -- an almost unerring grasp of both strategy and tactics -- General Lee led his men boldly and bravely against the larger armies of his opponent. Performing brilliantly, he directed his men through most of the major battles of the Civil War. The legendary "Stonewall" Jackson once said, "He is the only man whom I would follow blindfold." Forced to surrender at Appomattox Court House in Virginia, Lee urged Southerners to accept defeat with grace and support reconstruction of the Union. In 1865, he became President of Washington College in Virginia, serving there until his death. A man of integrity and good will, Robert E. While many of the men who achieve greatness and fame do so early in life, Dwight David Eisenhower's meteoric rise to worldwide recognition did not occur until he was into his fifties. After displaying brilliance in directing campaigns against German forces in North Africa and Sicily during the height of World War II, Eisenhower was selected to be the top commander of all Allied troops in Europe in January 1944. In early June of that year under his bold, yet careful command, the Allied troops stormed the beaches at Normandy on D-Day, catching the German troops by complete surprise. Then, as would a master chess player, Eisenhower made daring move after daring move to direct the troops across France and liberated Paris on August 25, 1944. His Allied armies fought bravely through a long European winter, crossing the Rhine River in the spring of 1945. Finally, on May 7, 1945, Eisenhower accepted the unconditional surrender of Germany -- thanks in a large part to his even-handed and unifying command and leadership. Born and raised in a small log cabin in South Carolina, Andrew Jackson deeply loved his homeland and was willing to defend it with his life. When British troops invaded the Southern Colonies in 1780, Jackson was quick to join the ranks of his state's militia -- although he was only 13 years of age. Throughout the Revolutionary War, he fought bravely whenever the opportunity arose. However, his real military genius became evident later in life during the bloody War of 1812. Throughout this war, Jackson proved to be an incredible military leader. In fact, it was during this time that he won his two most remarkable military victories. The first occurred on March 27, 1814. Jackson led his troops into a fierce battle with a huge tribe of Creek Indians who had been savagely attacking settlers. When the battle was over, the tribe was nearly wiped out. Jackson then quickly made peace with the rest of the tribe. Jackson's second outstanding victory occurred in New Orleans on January 8, 1815. On this date, Jackson and a few thousand of his troops warded off an attack on New Orleans by over 8,000 British troops. Jackson's great military leadership won him national praise and recognition. He always took the initiative, fought aggressively, and made quick, sure decisions. Within a few months of enlisting, he was promoted to the rank of brigadier general. Under Grant's staunch leadership and military prowess, the Union Army secured victory after victory. Indeed, Grant's troops won the bloody battles fought at Fort Henry, Fort Donelson and Vicksburg ... to name just a few. He was such a success as a military leader that in early 1864 President Abraham Lincoln promoted Grant to lieutenant general and put him in charge of all the Union troops. With this supreme authority bestowed upon him, Grant began a final campaign against the Southern troops of General Robert E. Lee. Grant's troops constantly pursued and attacked the enemy troops, until General Lee was finally forced to surrender on April 9, 1865 ... ending the war. Ulysses S. In the heat of a losing battle at Bull Run, Confederate General Barnard E. Bee despaired at the sight of his men falling back. He cried out, "Look, there is Jackson, standing like a stone wall." And so he was, General Thomas Jackson, his troops standing firm despite the raging Union attack. His unwavering stance turned the tide of the battle forcing the Union Army to retreat. From then on, he was known as "Stonewall Jackson," a strict, but skilled leader who pushed his men to the limits of their endurance. But their admiration for him won out and they called him "Old Jack," cheering whenever he appeared. A gallant figure of a man, Jackson led his troops boldly planning their movements with great precision. A master of the surprise attack, he repeatedly defeated attempts by the Union Army to join its forces for a march on Richmond; then he drove his opponents back to the Maryland border. Against odds of nearly two to one, Jackson defeated the Union armies, guessing their strategy and moving his troops quickly. Later, working with General Robert E. Lee, Jackson was able to win substantial victories for the South. But, during the battle of Chancellorsville, Jackson was mistaken for a Union Cavalryman and accidentally shot by his own men. On May 10, 1863, he spoke his last words: "Let us cross over the river and rest in the shade of the trees." History generally looks upon George Washington as the "Father of our Country" the first president of a newly-formed nation. But it was Washington the Soldier who earned the lofty rank, and Washington the Man who won the love and affection of a grateful nation. A tall, strong man with stern features and broad shoulders, Washington commanded respect and admiration by his very presence. He is said to have been graceful -- even majestic -- in his movements and gestures; a man at once commanding, yet gentle and refined. As a young man he served notably in the British Army, rising to the rank of lieutenant colonel. At 26, he returned to his Virginia homeland -- having attained renown as a fine British soldier. As a firsthand witness of British military procedures, Washington became an invaluable asset to the Americans, and, with the coming revolution, he was quick to offer his experienced judgment and military knowledge. impressed, members of the Continental Congress wisely elected him Commander-in-Chief of their Army. He accepted no pay for his services but led the Army brilliantly and bravely on to a victory that once seemed almost impossible. In triumph, Washington resigned his commission at Annapolis, Maryland. His military career ended, Washington at 51 looked forward to retirement, but history would hold for him yet another great call to duty -- the Presidency of the United States of America. This painting is the original painting which appeared on the Fleetwood First Day Cover of the Literary Arts Series 32c Tennessee Williams stamp issued October 13, 1995. Thomas Lanier Williams was born on March 26, 1911, in Columbus, Mississippi. During the Great Depression, he worked at a St. Louis shoe factory while learning to write plays under the name of Tennessee Williams. Some of his work was performed by little theatre groups, which encouraged him to study dramatic writing at the University of Iowa. In the early 1940s, Williams worked in Hollywood as an usher and scriptwriter before attaining success with The Glass Menagerie, a play about a shy crippled girl who lives in a fantasy world with her collection of glass animals. Williams' next major play, A Streetcar Named Desire, is a captivating study of Blanche Du Bois, whose genteel Southern pretensions are shattered by harsh reality in the form of her crude brother-in-law, Stanley Kowalski. This moving drama won a Pulitzer Prize in 1947 and its success was followed by The Rose Tatoo in 1950. Williams' 1955 play, Cat on a Hot Tin Roof, also won a Pulitzer Prize and was made into a successful movie. Suddenly Last Summer, Sweet Bird of Youth and The Night of the Iguana were plays written by Williams and made into popular movies in the late 1950s and early 1960s. After that, Williams suffered from ill health caused by an addiction to alcohol and sleeping pills that led, in 1969, to a severe mental and physical breakdown. Perhaps because of this, the plays he penned during the 1970s and early 1980s didn't have quite the poignancy of his earlier works. Williams died in New York City in 1983. Image Size: 14 x 12 in. While many of the men who achieve greatness and fame do so early in life, Dwight David Eisenhower's meteoric rise to worldwide recognition did not occur until he was into his fifties. After displaying brilliance in directing campaigns against German forces in North Africa and Sicily during the height of World War II, Eisenhower was selected to be the top commander of all Allied troops in Europe in January 1944. In early June of that year under his bold, yet careful command, the Allied troops stormed the beaches at Normandy on D-Day, catching the German troops by complete surprise. Then, as would a master chess player, Eisenhower made daring move after daring move to direct the troops across France and liberated Paris on August 25, 1944. His Allied armies fought bravely through a long European winter, crossing the Rhine River in the spring of 1945. Finally, on May 7, 1945, Eisenhower accepted the unconditional surrender of Germany thanks in a large part to his even-handed and unifying command and leadership. "Ike" was at once the perfect choice to be a candidate for Presidency of the United States. Convinced to run as a Republican in 1952, he campaigned tirelessly across America, impressing the people with his honesty and sincerity. Archaeologists believe Samoa was settled over 2,500 years ago by voyagers from the Melanesian islands to the west. In 1722 the first European to sight the islands, Dutch navigator Jacob Roggeveen, sailed by without landing. In 1768 French explorer Louis Antoine de Bougainville rediscovered the archipelago. In 1830 John Williams established a mission for the London Missionary Society. Nine years later, Lieutenant Charles Wilkes led the U.S. Exploring Expedition in surveying the islands as a possible whaling station. In 1872 U.S. Navy Commodore Richard W. Meade negotiated with the Samoans for the use of the natural harbor on the island of Tutuila as a coaling station. International rivalry between the United States, Great Britain and Germany over Samoa was resolved in 1899. Germany took control of the islands west of the 171 degree W meridian, while the remaining seven islands fell under the auspices of the United States and became known as American Samoa. After World War I New Zealand administered the western islands as a League of Nations mandate and following World War II as a U.N. trusteeship. In 1962 the territory gained its independence as Western Samoa. The U.S. Navy administered American Samoa until 1951 when the Department of Interior assumed responsibility. Today, American Samoa is an unincorporated United States territory.
