She participated in a photography program run by the National Youth Administration, a Depression-era government agency, from 1939 to 1941. In 1945 she joined the Photo League, whose members were committed to documentary photography as a vehicle for effecting social change. Lepkoff was particularly interested in the relationships she observed on the streets and in the tenements of New York City. Born and raised on the Lower East Side, her photographs present an intimate and personal record of this familiar neighborhood.
