      Charles E. Martin or CEM, American, 1910 to 1995, an original ink painting on paper depicting a scene with a policeman writing a ticket to a driver in the rain, probably an illustration for the New Yorker Magazine. Signed lower right. Circa: mid 20th century. Framed. A paper label of Gail Severn Gallery is on the backside. Charles Martin is known for Illustration. Martin was a prolific and respected illustrator. His work appeared in Time and Life magazines, Harpers, The Saturday Evening Post, The Saturday Review, Punch, Esquire, and The New Yorker. His work was exhibited at the Brooklyn Museum and various galleries. He is represented in the permanent collections of the Metropolitan Museum of Art, Museum of the City of New York, Library of Congress and at Syracuse University. Collection of Mr. and Mrs. Arnold and Sandy Rifkin, Wilkes-Barre, Pennsylvania. Note The present work was featured in the The New Yorker on May 8, 1971. In overall good condition. New Yorker Magazine Copyright and editorial stamps present verso. Sheet has been lightly toned at extreme edges. Discoloring present along the upper arc of the drawing, a white gouache paint has been added over the paper as part of restoration. Please see specialist photos for details.
