The aspiring artist had the opportunity to study under the midwestern artists Robert Grafton and Louis Oscar Griffiths when they visited New Orleans in 1917. Millet furthered his art studies at Tulane University with William Woodward and then at the New York Art Students League. Clarence Millet returned to New Orleans and became an active member of the artists, writers, photographers and musicians that populated the French Quarter in the mid-20th century. Millet was known for both his paintings of the historic French Quarter and glimpses of rural life in Louisiana. In this engaging pendant pair of paintings "Settlement Along the Bayou", Millet focused on a small community of cabins nestled on the bend of the bayou.
