The inscription reads:

Ashi Daikokuten no uta jagana
Kimi ni chu, oya ni ko aru hitoshiraba,
Mino kasa mo yaro, tsuchi mo fukuro mo


This is the song of Daikokuten: If I know a person who is loyal to his lord and dutiful to his parents, I will give my straw coat and bamboo hat, as well as my hammer and fortune bag.
