FIRST EDITION. Troubles in Texas began when the government of Coahuila y Tejas announced the ratification of the Zacatecas plan, in opposition to Santa Anna's Plan of Zavaleta. The Zacatecas plan to form a commission on government collapsed after a few weeks and Coahuila y Tejas accepted Santa Anna as president in April 1833. Streeter Texas 775n.

FIRST EDITION of this decree on the adoption of the Zavaleta Plan by Santa Anna. New elections are called for, and ten articles contain instructions for officials in the elections. The voters brought Santa Anna into power, but the election of senators, deputies and a president for Texas did not appease the independent spirit.
